Q.A.P.F. – Quality Assurance and Professional Fees

A tool to control and oversee road project management

QAPF is a unique product used by every regional department of the Ministère des Transports du Québec

	In its current context, the QAPF (Quality Assurance and Professional Fees) software is an effective and flexible tool for teams with limited quality control inspectors to carry out activities linked to quality assurance and professional fees. It gives managers an overview of RD activities thanks to quick access to various data from any computer having a connection to the Internet. Developed through collaboration and entirely available on the Internet, QAPF uses real-time information through a unique database and allows data collection in the field through a portable computer (Pocket PC).

		Module 1 (Quality control and monitoring methodology) Phase 1 (operational) Synchronization of control methods of asphalt work sites. Phase 2 (operational) Set up of data capture system in real-time (QIP asphalt) via a Web site. Phase 3 (operational) Implementation of a GPS tracking system, from the Pocket PC, to monitor the route of patrollers (route and time) in the required periods as per the quotation and to locate borrow pits or samples. Phase 4 (operational) Implementation of a weighing system in real-time with the goal of eliminating the audit process and weighing coupons as well as producing administrative documents required for the payment of contracts. Module 2 (Quality assurance in asphalt) A computer database that manages the different samples and tests produced. This database also generates all reports required for the evaluation of asphalts and other products frequently used by the MTQ. Module 3 (Professional fees) Provides management for every aspect of the mandate-awarded firms, allowing teams with limited control quality inspectors the costs for each SPC and payment of real expenses. This system, which generates accountability for companies and the MTQ in monitoring budgets, provides managers with a quick overview of RD activities. It offers the possibility of following three types of professional fee payments: lump-sum payment, hourly or by percentage. Continued: Upcoming Modules
